Royal Mail Business Parcels 2019 Price Updates
In addition to the Royal Mail Stamp Price changes announced today, there will also be changes to Royal Mail Business Parcels rates. These changes will impact you if you have a contract with Royal Mail.
- Royal Mail Special Delivery Guaranteed® by 1pm will increase on average by 0.9% (excluding add-ons and surcharges)
- Royal Mail Special Delivery Guaranteed® will increase on average by 5% (excluding add-ons and surcharges)
- Royal Mail 24® and Royal Mail 48® Large Letters will increase on average by 6% (excluding add-ons and surcharges)
- Royal Mail 24® and Royal Mail 48® Parcels will increase on average by 3.1% (excluding add-ons and surcharges)
- Royal Mail 24® and Royal Mail 48® Non- barcoded Parcels (SU1, SU2) services will increase on average by 4.3% (excluding add-ons and surcharges)
- Royal Mail Advertising Mail Parcels will increase by up to 5%
- Royal Mail Publishing Mail Parcels will increase by up to 8%

Don’t forget that Royal Mail also increased their fuel surcharge from 3% to 4% on the 28th of January 2019 for the following services:

Royal Mail Service code BPL Small parcel rates have gone up around 6.5%
BPL is now no longer cheaper than Online prices.
Last year 2kg Small Parcel was £2.72 BPL and £2.85 Online.
This year 2kg Small Parcel is £2.90 BPL and £2.90 Online.
Graham is correct. I am looking at an 18p increase per small parcel. That’s a huge cost to bear and is not being mentioned in the headline increase.
I spoke to my RM Account Manager who was unaware of the specific changes to the BPL code.
For anyone who doesn’t know, BPL is (or should i say, was!) a useful code for small businesses who are not VAT registered as no VAT is paid on BPL postage.
So my options at the moment are
1kg Small Parcel 2nd Class = £2.72
2kg Small Parcel 2nd Class = £2.72
Stay on BPL March 2019
1kg Small Parcel 2nd Class = £2.90 = Price increase of 18 pence. ouch!!
2kg Small Parcel 2nd Class = £2.90 = Price increase of 18 pence. ouch!!
Switch to Royal Mail 48 March 2019
1kg Small Parcel 2nd Class = £2.26 + VAT + 4% = £2.82 = Price increase of 10 pence
2kg Small Parcel 2nd Class = £2.54 + VAT + 4% = £3.17 = Price increase of 45 pence
So looks like the best way is to send my 1kg Small Parcels by RM 48 and my 2kg Small Parcels by BPL. Farce!
If you qualify for it by posting enough items, I strongly suggest looking into switching to Royal Mail 24 and 48. The prices are ex VAT, so you’d benefit more if you are registered for VAT. Heres a quick summary of why it might be better:
You’ll save £££s.
There is basic tracking with scan on delivery, which reduces the number of INR claims.
You don’t get charged more for a parcel being medium size.
You get average weight pricing, which is great if you have a good balance of light and heavy items. The light items can pull the heavy items down into the lowest parcel weight rate.
I don’t know what size and weight of parcels you send, but when I decided to switch over about 3+ years ago, it made a very noticeable difference. With a daily mix of light and heavy items as small and medium parcels, by swapping from 2nd class to RM48, I could send the medium parcels under 2kg for a price that was lower than the price of a small parcel under 1kg. If you were to do the same when the new prices come in, that would mean going from £5 for a 2nd class medium parcel, to £2.54 RM48 parcel, or if you can benefit from average weight prices as well, £2.26.
You have to consider the VAT on top if you’re not VAT registered and Royal Mail will probably levy a small surcharge too (2 or 3%) but it is so much cheaper and easier to use RM24 and 48 via click and drop online, get invoiced once a month and pay with direct debit.
I have not looked at the increase in rates yet but to slightly contradict the above:
BPL includes compensation which you do not get using the CRL 24/48 service, so on occasion even if you are VAT registered you may choose to use it.
