		<description>It only makes sense for PayPal to &quot;expand&quot; this protection since users who purchase off-eBay using their credit card through PayPal would have this protection anyway -- it would just be more expensive for PayPal since PayPal would also have to cover the chargeback fee.

But this way (with the expanded protection), users of PayPal would be encouraged to use their checking account to fund purchases off-eBay since they would also be covered against non-receipt of items.  In doing so, Paypal makes a great deal more money since they won&#039;t have the credit card transaction fee to pay but yet charges the seller a fee.

So, it isn&#039;t really that PayPal is offering any &quot;new&quot; protections to those PayPal users who already fund their off-eBay purchases with a credit card.  The &quot;new&quot; protections are only for those who fund their purchase with a bank account or their PayPal balance (which are the funding methods that PayPal prefers).

This &quot;new&quot; protection provides the most benefits to PayPal themselves.  I&#039;m not saying that the expanded protection is not also good for the consumer, but the main reason for the expanded protection is because it benefits Paypal.</description>
