eBay reorg support with EU Center of Excellence

eBay have announced a new expansion of their European customer support operations in Dublin which will become a European Center of Excellence. eBay are continuing their approach in other parts of the business to streamline operations by consolidating customer support to improve service to both buyers and sellers.
The current change should affect support for eBay users in the UK or Ireland as they’re already run from Dublin, but it should mean in the future better support for sellers who sell cross border into Europe or list directly on European sites.
eBay’s existing customer service center in Germany will be remain, but will only provide support to German language eBay users. This is almost certain to result in job losses in Germany although currently it’s not known how many. However it will involve the creation of new roles in Dublin.

Just what the world needs.
Another Center(sic)of ‘Excellence’?
Is the ‘E’ word now not the most over-used and invariably wrongly applied epithet, grasped at every time by the management of self-regarding organisations who seem to think that it will actually impress everyone into believing that it’s true?
I await the next sighting of ‘Simply The Best’ in similarly inappropriate surroundings.

HOW WILL PAYPAL TAKE TO THE EU PSD,ARTICLE 52(2)? WHICH WILL ALLOW SELLERS ON eBay TO CHARGE BUYERS A SURCHARGE FROM THE 1st november 2009, LOTS OF DISCUSSION FROM BUYERS NOT HAPPY, THEY WILL POSSIBLY HAVE TO PAY AT LAST a SURCHARGE TO THE SELLERS.

Please tell us exactly how that Article 52 (2) can help a business that has entered into an agreement with PayPal.
