I've been able to receive payments, was able to print shipping labels, and am able to use my PayPal debit card, but I cannot make payment on eBay auctions that I have won, or for another item on a site other than eBay which accepts PayPal. While the rep was trying her best to be helpful, nothing was resolved. In the end her only advice was to keep trying. I’m having this problem too.
